Building malicious software can include the development of payloads, droppers, post-compromise tools, backdoors (including backdoored images), packers, C2 protocols, and the creation of infected removable media. Adversaries may develop malware to support their operations, creating a means for maintaining control of remote machines, evading defenses, and executing post-compromise behaviors. During malware development, adversaries may intentionally include indicators aligned with other known actors in order to mislead attribution by defenders. As with legitimate development efforts, different skill sets may be required for developing malware. The skills needed may be located in-house, or may need to be contracted out. Use of a contractor may be considered an extension of that adversary's malware development capabilities, provided the adversary plays a role in shaping requirements and maintains a degree of exclusivity to the malware. Some aspects of malware development, such as C2 protocol development, may require adversaries to obtain additional infrastructure. For example, malware developed that will communicate with Twitter for C2, may require use of Web Services. ## Kill Chain Phase - Resource Development (TA0042) **Platforms:** PRE ## What to Check - [ ] Identify if Malware technique is applicable to target environment - [ ] Check PRE systems for indicators of Malware - [ ] Verify mitigations are bypassed or absent (1 known mitigations) - [ ] Assess detection coverage (1 detection strategies) ## How to Test ### Manual Testing 1. **Identify Attack Surface**: Determine if the target environment is susceptible to Malware by examining the target platforms (PRE). 2. **Assess Existing Defenses**: Review whether mitigations for T1587.001 are in place. If defenses are absent or misconfigured, this technique may be exploitable. 3. **Execute Test**: Use tools and methods described in the MITRE ATT&CK page and external references below. > **Note**: No Atomic Red Team tests available for this technique. See [Atomic Red Team GitHub](https://github.com/redcanaryco/atomic-red-team) for updates. ## Remediation Guide ### M1056 Pre-compromise This technique cannot be easily mitigated with preventive controls since it is based on behaviors performed outside of the scope of enterprise defenses and controls. ## Detection ### Detection of Malware ## Risk Assessment | Finding | Severity | Impact | | ---------------------------- | -------- | -------------------- | | Malware technique applicable | High | Resource Development | ## CWE Categories | CWE ID | Title | | ------ | --------------------- | | N/A | No direct CWE mapping | ## References - [Risky Bulletin Threat actor impersonates FSB APT](https://news.risky.biz/risky-bulletin-threat-actor-impersonates-fsb-apt-for-months-to-target-russian-orgs/) - [ActiveMalwareEnergy](https://arstechnica.com/information-technology/2014/06/active-malware-operation-let-attackers-sabotage-us-energy-industry/) - [FireEye APT29](https://services.google.com/fh/files/misc/rpt-apt29-hammertoss-stealthy-tactics-define-en.pdf) - [Kaspersky Sofacy](https://securelist.com/sofacy-apt-hits-high-profile-targets-with-updated-toolset/72924/) - [GamaCopy organization](https://medium.com/@knownsec404team/love-and-hate-under-war-the-gamacopy-organization-which-imitates-the-russian-gamaredon-uses-560ba5e633fa) - [Mandiant APT1](https://www.fireeye.com/content/dam/fireeye-www/services/pdfs/mandiant-apt1-report.pdf) - [Olympic Destroyer](https://blog.talosintelligence.com/who-wasnt-responsible-for-olympic/) - [FBI Flash FIN7 USB](https://therecord.media/fbi-fin7-hackers-target-us-companies-with-badusb-devices-to-install-ransomware/) - [Atomic Red Team - T1587.001](https://github.com/redcanaryco/atomic-red-team/tree/master/atomics/T1587.001) - [MITRE ATT&CK - T1587.001](https://attack.mitre.org/techniques/T1587/001)
